    Current Requirements

    Since January 1, 2025, all German businesses must: • Be able to receive electronic invoices in structured format • Accept ZUGFeRD and XRechnung formats

    Issuing e-invoices is not yet mandatory for most businesses, but the transition period ends in 2027.

    Accepted Formats

    Germany recognizes: • XRechnung — Pure XML format, mandatory for B2G (business-to-government) • ZUGFeRD 2.x — Hybrid format (PDF + embedded XML), widely adopted • Any EN 16931-compliant format

    PDF-only invoices are still accepted during the transition but should not be relied upon long-term.
