HMRC VAT Rules: Everything You Need to Know
A complete guide to HMRC VAT rules. Registration, returns, schemes, penalties, and Making Tax Digital.
VAT Rates
The UK has three VAT rates: • 20% — Standard rate (most goods and services) • 5% — Reduced rate (home energy, car seats, sanitary products) • 0% — Zero rate (food, children's clothing, books, public transport)
Some supplies are exempt from VAT (insurance, finance, education, health).
Exempt ≠ zero-rated: zero-rated is still a taxable supply (counts toward threshold).
VAT Returns
Standard: quarterly returns, due 1 month and 7 days after the VAT period end.
MTD requires: • Use of compatible software • Digital record keeping • Digital submission of returns
Payment methods: Direct Debit (3 extra working days), bank transfer, or standing order.
Available VAT Schemes
HMRC offers several schemes for small businesses: 1. Flat Rate Scheme — simplified calculation 2. Cash Accounting — pay VAT only when you receive payment 3. Annual Accounting — one annual return with monthly/quarterly payments 4. Retail schemes — simplified calculation for retailers
You can combine some schemes (e.g., Flat Rate + Annual Accounting).
